Sumas River Watershed Flood Mitigation Plan

In November 2021, the catastrophic flooding of Sumas Prairie during an atmospheric river event devastated the area. Dikes and other flood protection structures were overwhelmed, leading to billions of dollars in damages to infrastructure, agriculture, and the environment. The disaster resulted in the evacuation of 1,100 homes and the loss of an estimated 630,000 animals, marking it as the costliest natural disaster in Canadian history.

A new flood mitigation plan was deemed essential to address this crisis and guide future infrastructure and planning decisions. The City of Abbotsford, serving as the Diking Authority, drafted an updated plan in 2022. Colliers was retained in September 2023 as the facilitator for this process.

Our Climate Readiness and Community Recovery team has been pivotal in creating this flood mitigation plan. We are committed to an aggressive timeline for completion by September 2024, ensuring a resilient future for Sumas Prairie. We are proud to continue helping the community prepare for and recover from climate-related challenges.

City of Merrit, Recovery

In the fall of 2021, devastating floods displaced 20 families in the City of Merritt. These floods left many residents unable to repair or return to their homes, exacerbating the city's housing crisis.

To address this issue, the City of Merritt introduced the Transitional Evacuee Manufactured Home Program. This initiative provides affordable, priority housing assistance to flood-affected residents by offering modular mobile homes at below-market rental rates. Renters will also have the opportunity for an adjusted buy-out of these homes in the future.

Our team of project leaders has been instrumental in this crucial housing rebuild program. We continue to provide project management and disaster recovery services, ensuring community recovery and climate readiness. We look forward to supporting the City of Merritt as it achieves new milestones, helping families secure housing and access social services throughout the year.

Kashechewan First Nation: Road to Site Five

The Kashechewan First Nation (KFN), located 150 kilometers northwest of Moosonee, Ontario, has faced many flooding events since 1976. In 2016, a study declared the community unsafe during the flooding season, prompting the search for a safer location. Site Five was selected as the new site by KFN elders and approval from the General Membership. The new site is 34 kilometers upstream along the Albany River.


In 2019, KFN signed the Together We Work for Hope Agreement, prioritizing the relocation project. Colliers Project Leaders is managing the planning, design, construction, and closeout phases of this relocation. The project includes constructing an all-weather gravel road to connect the existing community to Site Five and a temporary winter road providing reliable access during construction.

The project is transitioning from a Design-Bid-Build approach to a Construction Management model. The new model will source local contractors, providing employment opportunities within the community, while meeting COVID-19 visitor restrictions. Our team coordinated with design consultants, assisted with funding applications, oversaw environmental testing all while maintaining regular communication with KFN leadership.


Our team has partnered with KFN for several projects, including the Repatriation Investment Initiative, which created 102 new modular homes for returning flood evacuees. Our experts also conducted environmental assessments to address community contamination issues.
