Evolving to Meet Client Needs
The Infrastructure Advisory (IA) service line is the evolution of our Advisory Services offering. Over the last ten years, we have become a trusted advisor to multiple executive leadership teams and boards of directors in support of their strategic decision making about their real property assets.
As word spread of the value we provide to clients, we expanded our expertise across key industry sectors: municipal, healthcare, provincial, federal, post-secondary, housing and transportation, and First Nations.

We are building on this momentum by:
- Strengthening capacity and capabilities in Infrastructure Portfolio Assessment and Strategy and Capital Program Governance
- Building new service lines for Transaction and Financial Advisory (AFP/P3) for large projects and Capital Project Feasibility for small capital projects
- Continuing partnership with the new Colliers Strategy & Consulting (CS&C) Group, providing market leading advice to commercial real estate clients

Meet the Leadership Team:
Ralf Nielsen is the Managing Director of the Capital Program Governance, Strategic Procurement and Capital Project Feasibility services and team. Ralf joined Colliers Project Leaders in 2010 as Director, Sustainability Services and has held progressively senior roles since that time. His applied expertise in management systems, strategic planning and sustainability has enabled the growth of the Infrastructure Advisory portfolio to the level it is today. Ralf’s clients span post-secondary education, municipalities, utilities, provincial and federal governments.
Stephen Lidington has recently joined the company as the new Managing Director for Transaction and Financial Advisory as well as Infrastructure Portfolio Assessment and Strategy services and team. Stephen comes to us most recently from PwC as Director of Capital Projects & Infrastructure. He has extensive experience in P3/AFP project development and delivery, equity participation agreements, concession agreements, divestitures, with niche expertise in First Nations equity participation agreements for major projects.
